Board of Directors

President / Deborah Parker / Tulalip Tribe Policy Analyst

Deborah Parker graduated with a Bachelors of Art in American Ethnic Studies from the University of Washington in 1994. She is of Tulalip and Apache ancestry. She is a mother to two beautiful children Cedar and Kayah Rose. Her life long dream was to honor her ancestors by giving back to her Community in a culturally respectful manner.

She worked as the Tobacco Education Coordinator for the Tulalip Health Clinic and implemented new and exciting programming for youth, adults and elders. Currently, Deborah is the Tulalip Tribe Policy Analyst. Her favorite style of teaching is through humor and theatre. “To watch someone like Deborah bring an idea to life and give the youth a voice is powerful”. She incorporates her passion into her work and brings excitement to personal growth and healing.

“I was very honored to be asked to participate on the Choice & Consequence Board. This program has inspired many of our Native American children to closely examine and understand the dynamics of their bodies and the importance of how they maintain their health. Our goal is to be healthy for the next generations to come.”


Molly Ryan
Treasurer / Molly Ryan / Seattle & King County Tobacco Prevention

Molly graduated with her MPH from the University of Washington School of Public Health in June of 2009. As a graduate student in the Community-Oriented Public Health Practice (COPHP) program, she received a Tobacco Studies Fellowship through the UW Tobacco Studies Program and completed her capstone project on tobacco-free pharmacies.

Molly is currently working with the Tobacco Prevention Program at Public Health - Seattle & King County as a policy and marketing specialist. She works to better understand the social norms surrounding tobacco use, how the tobacco industry influences these norms, and how tobacco control can create smoke-free norms that prevent tobacco initiation and increases cessation.

“As the leading cause of preventable death, tobacco use is an addictive behavior that has real and deadly consequences. Choice & Consequence reaches out to youth at a time when they are most vulnerable to the temptations of tobacco and teaches them the consequences of their decisions. Kathy and Colleen’s passion and dedication to this cause is apparent in the work they do – trying to save the next generation from the impact of smoking… one child at a time.”

Deborah Parker

Emi McElroyVice-President / Emi McElroy / Paralegal Starbucks

Emi is currently an employment paralegal with Starbucks Coffee Company in Seattle. Emi believes in being a positive force in community outreach endeavors. She has participated in legal pro bono events and community volunteer activities.

She’s active in the Starbucks Toastmasters’ club (Starbucks “Coffee and Toast” Masters) and currently serves as its vice-president of public relations.

Originally from Hawaii, Emi has called Washington her home since 1997. She lives in Everett with her husband, son and three Min Pins.

“I believe in the mission statement and commitment of Choice and Consequence to educate youths on the risks of tobacco use and substance abuse. I’m proud to be a member of its board of directors.”


Sandra OlsonSecretary / Sandra Olson / Intervention Specialist—Marysville SD

Sandra grew up as a “Navy brat” and lived on many U.S. Navy bases around the world. She attended junior high and high school in Oak Harbor, Washington.

She graduated from Central Washington University in 1994 with a Bachelor’s degree in Community Health Education. Sandra is also a Chemical Dependency Professional with the State of Washington.

Sandra has worked as a chemical dependency counselor since 1995. She has worked with youth in inpatient and outpatient chemical dependency programs and is currently an Intervention Specialist with the Marysville School District. Her husband, David and two sons, Isaac and Isaiah make their home in South Everett.

“I have scheduled Choice and Consequence to present to various programs I have worked with since 1997. When I was asked to serve on the Board, my heart could not say no.

I am passionate about helping youth make positive choices and I feel C&C is a unique program that can help youth.

I firmly believe that “your choices determine your destiny” and the more young people are made to stop and think, the better their chances are at making positive choices and being successful.”


Barbara Otonicar

Barbara Otonicar / Human Resource Officer

Barbara Otonicar has 25 years experience as a Human Resources Professional in the High Technology Industry. She has served as Director of Human Resources for such companies as Attachmate Corporation, Traveling Software (Laplink), and Quintessent Communications.

She has also worked as a Training Consultant in the areas of leadership, management development, and Total Quality Management for such companies as Boeing, John Fluke Mfg., Virtual Vision, Bell Industries, and Sahalee

Country Club. She has served on Edmonds Community College's Electronic Technician Training Advisory Board, Everett School District's Vocational Advisory Board, and the Governor's Task Force on Vocational/Technical Education. She was named Washington State's Young Career Woman by The Washington Federation of Business and Professional Women in 1986 and served as 2nd Vice President for the Redmond Business and Professional Women.

She graduated Summa Cum Laude from Washington State University with a degree in History and Secondary Education and has served as a substitute teacher. Currently she has her own company as a cruise consultant and HR consultant. Barbara served as past President of the Board and continues to be actively involved in Choice & Consequence from her new home in Chesapeake, Virginia.
